$7 Billion in Industrial Construction Planned in Arkansas


LITTLE ROCK, ARK. -- Last year, several big industrial projects commenced construction in Arkansas, reported Industrial Info Resources, Sugar Land, Texas. That trend is expected to continue in 2008 and beyond as nearly $7 billion in planned industrial projects are being evaluated in the state.

Nestle USA Inc. is conducting a $60 million expansion of a frozen foods plant in Jonesboro, Ark. The Haskell Co., Jacksonville, Fla., is providing design-build services for the project, which includes the construction of a 50,000-sq.ft. building addition and the installation of a new pizza production and packaging line. The project is expected to be completed by the fourth quarter of 2008.

Boardwalk Pipeline Partners LP, Owensboro, Ky., is constructing a $200 million natural gas pipeline lateral, known as the Fayetteville lateral, which entails the laying of 163 miles of 36-in.-diameter pipeline stretching from Conway County, Arkansas, to Bald Knob, Ark., where it will interconnect with Boardwalk's Texas Gas Pipeline system in Mississippi. Midsouth Constructors, Houston, is the general contractor on the job. Boardwalk Pipeline is constructing a sister pipeline project and compressor station, known as the Greenville Lateral, in Mississippi. Boardwalk spent $1.2 billion in 2007 expanding its natural gas pipeline systems and storage facilities in the south.

Nucor Corp., Charlotte, N.C., is constructing a second Castrip steel mill at the Nucor-Yamato Steel mill in Armorel, Ark. Castrip is a new process for producing steel. The $120 million project should be operational by the end of the year. Nucor is looking at developing other Castrip mills at new locations in the U.S. and abroad.

Currently, industrial firms are developing 131 major capital and maintenance projects, totaling almost $7 billion in Arkansas. The majority of the projects are energy related, including power with $3.6 billion from 34 projects, alternative fuels with $1 billion from eight projects, and oil and gas transmission with 12 projects totaling $1.3 billion. There is also a strong showing from the metals & minerals, industrial manufacturing, food & beverage and chemical processing industries.

Industrial Spending in Pennsylvania Expected to Rise Slightly in 2011, But Spending Will Shift Across Industries


Industrial spending for capital and maintenance projects in Pennsylvania is scheduled to rise slightly in 2011 compared with 2010, but there will be significant shifts among industries, according to data tracked by Industrial Info Resources (IIR).

Industry experts from IIR's Power, Upstream & Downstream Oil & Gas, Chemical Processing, Metals & Minerals, and Pharmaceutical & Biotech industries will discuss North American industrial spending outlooks for their industries, with special emphasis on major industries in the eastern United States, at an executive briefing to be held on Wednesday, Sept. 22 at the Scanticon Hotel & Conference Center, 1160 First Ave., King of Prussia, Pennsylvania. The complimentary briefing begins at 4:30 p.m. and includes a networking reception.

The briefing will begin with an overview of North American industrial spending. This briefing will be hosted by Industrial Info Resources, a Sugar Land, Texas-based industrial market-intelligence firm. Attendance is limited and requires an RSVP. "The potential for a double-dip recession is still lingering as the U.S. continues its slow emergence from the recession that started in December 2007," said Michael Bergen, Industrial Info's senior vice president for global marketing. "Nationally, we see industrial spending trending upward as inventories are being rebuilt. If history is any guide, that should create jobs, boost consumer confidence, and accelerate the economic recovery. The real question is: When will this virtuous cycle develop?

"Our Twenty-Ten Industrial Market Outlook is a must-attend event for business leaders and decision-makers in the Eastern U.S. that have interests in the industrial process, heavy manufacturing, and energy-related markets," Bergen said.

Across the nation, IIR is tracking more than $230 billion in industrial project spending opportunities in 12 industrial markets. All of these projects have been confirmed over the past 12 months, and all are scheduled to kick off in 2010. By contrast, IIR data shows that $215 billion of U.S. industrial projects were scheduled to kick off last year.

Turning to Pennsylvania, IIR researchers have confirmed that a total of $5.5 billion of industrial capital and maintenance projects are scheduled to kick off in 2010, down from $6 billion in industrial projects that started in the state in 2009. Next year, a total of $5.6 billion in industrial projects are scheduled to begin in the Keystone State, according to IIR's research.

About $2.3 billion of electric power projects in Pennsylvania are scheduled to kick off next year, a significant rise over the $1.6 billion of projects scheduled to begin in 2010, and the $2 billion of power projects that began in 2009.

Project spending for Pennsylvania's Metals & Minerals Industry is scheduled to jump to $1.4 billion in 2011, a dramatic increase over the $587 million of projects that are scheduled to kick off in the state this year. By contrast, Metals & Minerals companies were scheduled to begin work on $2.9 billion of capital and maintenance projects in Pennsylvania last year, according to Industrial Info's data.

Pennsylvania's Oil & Gas Industry is scheduled to begin work on about $1.6 billion of capital and maintenance projects this year, a sharp increase over the $398 million that the industry spent on those projects in 2009. Industrial Info is tracking a total of $813 million of project spending for Pennsylvania's Oil & Gas Industry that is slated to kick off in 2011.

"There continues to be a high level of uncertainty in industrial markets, but this event and our annual Global Industrial Outlook provide decision-makers with up-to-the-minute, forward-looking market intelligence that gives them a vital edge to better plan for their future business-development efforts," Bergen said.

Fatal Explosions Renew Concerns About Pipeline Safety in Texas

-- Over the past decade, federal and state agencies have taken measures to improve gas pipeline safety. In remembrance of those impacted by gas pipeline explosions, National Pipeline Safety Day was established. The day was designed to increase awareness of pipeline safety. However, in the days prior to National Pipeline Safety Day 2010, Texans experienced two fatal gas pipeline explosions.

On June 7, 2010, on a farm near Cleburne, 50 miles southwest of Dallas, Texas, crews from the local power line company were digging holes for utility poles. One of the workers nicked an unmarked gas pipeline which subsequently exploded. The pipeline involved was the North Texas Pipeline, co-owned by Enterprise Products Partners, LP. The explosion killed a drill operator and injured eight others. It also resulted in a massive fire that could be felt miles away and burned for hours.

On June 9, a second gas pipeline explosion occurred near Darrouzett in the Texas Panhandle. Workers for C&H Power Line Construction of Oklahoma, a dirt contracting company, were hauling rock from a pit. The crew's bulldozer struck a 14-inch isolated gas-gathering line. The pipeline, owned by Denver-based DCP Midstream Partners LP, was used to bring natural gas from wells together for transport. The resulting explosion killed two and injured three other people.

The National Transportation Safety Board (NTSB) began investigating these tragedies, and preliminary findings indicate that the gas pipelines in each case were either unidentified or unmarked. The NTSB along with the Texas' Railroad Commission are continuing their investigations, and the safety features put in place to contain any damage to the environment or others were successful in both cases. As for gas pipeline safety, federal and state regulations require pipeline companies to locate and mark utility lines when excavation work occurs. In cases of pipeline maintenance and safety, those parties found to be responsible for accidents or incidents now face civil fines up to $100,000 per violation.

While Enterprise Products has expressed wishes to start several new pipeline infrastructure projects, the Senate Committee on Commerce, Science and Transportation continues to consider the issues that these deadly Texas explosions present. While pipelines have been deemed the safest way to transport energy products such as oil and gas, recent failures of pipeline infrastructures, such as the BP oil spill in the Gulf of Mexico, have forced political leaders, businesses and citizens to consider the human cost and environmental impact of this form of resource transportation.

Construction Sites Can Be Unsafe at Any Size

Large construction sites are rightfully scrutinized for safety violations. However, small construction sites are just as dangerous and too often pass under the radar of construction safety officials.


PressRelease/ -- Over the past several years, New York City has received widespread publicity over several crane accidents at large construction sites that caused numerous fatalities and left many others with debilitating injuries. While the attention those tragedies received was deserved, the dangers on small construction sites - which can be just as deadly - often go unnoticed.

Spotlight on Safety

Large construction sites are understandably the objects of more attention from city building construction inspectors, politicians, media, neighborhood organizations and people who live and work nearby. The big sites often have heavy equipment such as cranes, bulldozers and excavators, cement mixers and trenchers, as well as extensive scaffolding, large electrical generators and piles of materials. Perhaps most important, these sites also typically have fencing and security personnel to keep the public away from the site's dangers.

When a five-story apartment building is going up or a business is renovating its three-story headquarters, the potential dangers and risks are equal to those on large projects. However because of the lesser scale of these types of projects the developers and construction management companies are often under less scrutiny. Construction firm owners and crew chiefs can be tempted to cut costs by eliminating required, standard safety measures to the detriment of the workers. Safety equipment such as harnesses might be scarce or not even available on site, while equipment operators are pushed to work quickly without taking normal precautions.

Skimping on Safety

Small construction firms also sometimes skimp on proper training for their workers. People are running heavy construction equipment without required licenses or training, putting themselves and others at risk.

The Occupational Safety and Health Administration (OSHA) says "approximately 75 percent of struck-by fatalities [on construction sites] involve heavy equipment such as trucks or cranes." These struck-by accidents often occur in the erection of concrete and masonry walls where tremendous loads must be supported and in accidents with trucks and other vehicles that are operated on unsafe or unsupported surfaces.

Serious injuries and even fatalities can occur on small construction sites when an untrained worker or unsupervised employee touches a power line with a ladder, backhoe, scaffolding or other equipment or tools.

Enforcement is the Key

The key to ensuring worker safety at small construction sites is to enforce local, state and federal safety standards. Municipalities must invest in diligent efforts by building inspectors to monitor smaller construction sites for proper permits, safety equipment and licensing. Neighbors, too, should be vigilant: ask questions, look for permits and report safety code violations.

Too often construction codes are only enforced after a construction accident has taken place and someone has been seriously burned, paralyzed or even killed as the result of a construction firm's negligence or skirting of regulations.

Injured Oil Rig Workers File Third-Party Actions

On the heels of 29 deaths from a Virginia coal mine collapse and 11 deaths from the Gulf oil rig explosion comes the question of whether third parties can be held liable in work-related injuries.


-- On the heels of 29 deaths from a Virginia coal mine collapse in April 2010 came the explosion of the Deepwater Horizon oil rig in the Gulf of Mexico. The oil rig explosion resulted in 11 dead and 17 serious injured, as well as one of the worst U.S. environmental disasters in history. These two high-profile workplace tragedies have led to questions regarding employer and third-party liability in work-related injuries.

Typically, a person injured at work is eligible for workers' compensation benefits. In some cases, however, workers' compensation benefits are not enough to cover medical treatment or adequately compensate surviving family members for the loss of a loved one.

In many workplace accidents -- particularly those that occur in dangerous jobs like offshore drilling -- a third party may be liable.

Is Transocean Liable as a Third Party, or Just BP?

It is not yet clear exactly who is liable for the Deepwater Horizon explosion.

The oil rig was owned by Transocean Ltd. and was under contract to BP. At the time of the explosion, 126 workers were on board: 79 Transocean employees, six BP employees, and 41 contractors. Thus, the employees appear to fall under the oversight of several different entities, and lawsuits alleging negligence have been filed against both BP and Transocean.

One of BP's partners, Anadarko Petroleum, owner of a twenty-five percent stake in the well, believes that the explosion may have been caused by BP's gross negligence. Anadarko CEO Jim Hackett noted that information uncovered in the investigation suggests that BP was operating unsafely and failed to heed critical warning signs.

"BP's behavior and actions likely represent gross negligence or willful misconduct and thus affect the obligations of the parties under the operating agreement," Hackett said.

Those injured as a result of the oil rig explosion are entitled to workers' compensation benefits. Injured workers, depending on who employed them, may have valid third-party claims against BP and Transocean for additional compensation. At least eleven families of crew members killed or injured in the explosion have already filed suit against BP and Transocean.

Third Party Claims in Arizona

Injured workers generally may not sue their employers in court; they are entitled only to the benefits allowed under workers' compensation. And, in many states, injured parties cannot collect both workers' compensation and pursue a third-party claim.

Middletown Explosion Stuns Community

The blast was so powerful that thousands of Middletown residents felt the explosion or heard the thunderous "boom". It is possible that casualties will rise as the investigation continues and the site is cleaned.

Unfortunately, industrial accidents are all too common, and many workers and innocent bystanders are injured or killed when they occur. Sometimes explosions are caused by human error, faulty machinery or infrastructure failures, but some appear to have to have no readily ascertained cause. Workers who have little or no health insurance are especially likely to find themselves in thousands of dollars of debt for medical treatment, and civil litigation is sometimes the only way for people to protect themselves in severe accidents like this one. LT Technologies Selected to Supply Water Purification and Environmental Systems for New Science Center at Georgetown University
Cost-effective and innovative products will help new facility to achieve environmental goals and improve operational efficiency.

Emerging Trend in U.S. New-Build Electric Power Market

BALTIMORE, MARYLAND--June 1, 2010--Written by John Egan The "dash to gas" in building electric power generation has been joined by a "run to the sun," at least in California and the Rocky Mountain states, Shane Mullins, Industrial Info's vice president for product development, told attendees at industry briefings held during the 12th Annual Electric Power Conference & Exhibition in Baltimore last month.

Natural gas remains the leading fuel for new-build electric generation, with more than 18,000 megawatts (MW) under construction in the United States, Mullins said at the briefings, which were organized by Industrial Info. Wind power continues to garner a significant share of the new power-generation market: Industrial Info estimates that about 6,000 MW of new wind capacity will kick off in the U.S. this year.

But a "run to the sun" in new-build electric power--for both photovoltaics (PV) and concentrating solar power (CSP)--has emerged as a bona fide market trend in some parts of the U.S., Mullins said. Industrial Info is tracking more than 60 utility-scale CSP projects totaling more than 11,000 MW, concentrated mainly in California, Nevada and Arizona, although Mullins expects delays and cancellations to thin the ranks of CSP projects that are actually built.

"We expect growth for CSP to be uneven," Mullins said, noting that the three critical variables for solar construction are financing, power purchase agreements, and the technology itself. In addition, many utility-scale solar projects are in remote locations, so transmission lines will be needed to bring power from those future projects to the grid. And some types of utility-scale solar power require large amounts of land, further complicating project kick-off dates.

Regarding PV, Mullins said that high incentive levels in some European markets led to strong demand-growth in recent years. But that growth has stalled as countries like Spain and Germany have curtailed their financial support for PV. "Europe's pullback is America's gain," he said, noting that sharp declines in PV module prices and generous incentives in some U.S. states have created a "mad dash to solar power."

"This is the year for U.S. utilities to install PV," Mullins said. "Development of PV generation is definitely on the rise, and we expect that market to continue growing." Industrial Info is tracking 30 utility-scale PV projects totaling more than 1,600 MW, with a total investment value (TIV) of about $8 billion, which are scheduled to kick off this year. An additional 2,000 MW of utility-scale PV-generating capacity is under development in the U.S., with scheduled kickoff dates between 2011 and 2013.

Although he conceded that a market sustained by incentives is inherently unstable, Mullins noted that renewable energy projects must start construction by the end of this year to qualify for the healthy incentives contained in the American Recovery & Reinvestment Act (ARRA), the Obama administration's financial stimulus program.

Mullins said that utilities have historically played a minor role in solar development, "but over the last year there has been a major shift in utilities' perspective on solar." Helped along by regulatory mandates and financial incentives, utilities have concluded that solar power should be part of their future energy supply portfolio.

The IIR vice president predicted that large-scale PV generation projects--"central-station sun farms" in the words of one attendee--likely will give way to smaller-scale projects of less than 20 MW, which can be co-located with existing substations, eliminating the need to build new transmission lines. Co-locating PV projects alongside windfarms can offset the intermittency of wind power, and Mullins is seeing some of that as well.

Mullins said that renewable energy will continue to remain a relatively small part of the overall U.S. electricity-generating portfolio. Coal-fired generation will continue to command the largest single slice of that market, with more than 328,000 MW of existing generating capacity. But construction of new coal-fired generating capacity continues to be "in limbo" because of uncertainties about environmental regulation, Mullins said. Independent Power Producers to Generate 31,100 Megawatts of Electricity in Orissa

Independent power producers (IPP) are setting up 26 thermal power plants across Orissa to produce a total of 31,100 megawatts (MW) of electricity, of which the state's share will be about 5,480 MW. According to state energy minister Atanu Sabyasachi Nayak, the IPPs are likely to add 2,400 MW of power by the end of 2010 and 6,450 MW by 2012-13.

In April 2010, the Orissa state government signed agreements with five IPPs for generating 4,800 MW of power at an investment of $5 billion. The five IPPs and their proposed capacities include a 1,320-MW plant by BGR Energy System Limited (BSE:532930) (Chennai, Tamil Nadu); a 1,980-MW plant by JR Powergen Private Limited (Hyderabad, Andhra Pradesh); a 1,320-MW plant by Adhunik Power and Natural Resources Limited (BSE:532727) (Kolkata, West Bengal); a 60-MW plant by Maa Durga Thermal Power Company Limited (Chennai, Tamil Nadu); and a 120-MW plant by Vijaya Ferro and Power Private Limited (Vijayawada, Andhra Pradesh).

The latest to join the list of IPPs in Orissa is JSL Limited (BSE:532508) (New Delhi), a leading stainless steel manufacturer and a flagship company of the Jindal Steel and Power Limited (BSE:532286) (JSPL) (New Delhi). JSL has signed a memorandum of understanding with the Orissa government to construct a 1,320-MW, supercritical plant. The $1.6 billion power plant will be built at Luni in Dhenkanal, a centrally located district of Orissa. The JSL power project is expected to generate 2,600 direct and indirect jobs. About 158 to 185 MW of power generated from the plant will be supplied to the state grid at variable cost.

JSL estimates it will take 55 months to commission a 1,320-MW, coal-fired plant after the land is acquired. The proposed thermal project does not have any coal linkages or coal blocks allotted from the center. However, the state government has promised support to obtain coal linkages from the central government. The Orissa government has committed to provide 2,000 acres of land and other infrastructure support ,such as water linkage, from the Mahanadi river for the project.

The JSL project will take the proposed total installed capacity from 27 IPPs in Orissa to 32,240 MW. The state would get a share of 5,665 MW of power.

The actual annual power demand of Orissa is about 3,100 MW. The state has an installed capacity of 4,000 MW, with 880 MW of power coming from thermal power plants; 2,085 MW from hydroelectric sources; and 1,035 MW from central allocation. But the hydroelectric plants have been operating at only 2.8% of their installed capacity to produce 60 MW of power. Further, the limited supply of coal to thermal plants has caused a total power deficit of about 700 MW in the state.

The state is insisting that IPPs use clean-coal technology, like coal beneficiation, to minimize emission of harmful gases like CO2. Fly ash, which is produced in large amounts in thermal power plants, is considered an environmental hazard. It is estimated that 300 grams of fly-ash is produced for every unit of power generated. Nearly 119 million tons per year of fly ash is produced by thermal plants across the country, of which Orissa accounts for 12 million tons. To minimize the impact on environment, Orissa state government is advocating eco-friendly ways of managing fly-ash by using it to set up brick manufacturing units, cement plants and to fill up excavated mines.
